The Texas Asphalt Pavement Association is the only Texas association dedicated to asphalt pavements.

TXAPA is committed to improving and growing the asphalt pavement industry by providing its membership of asphalt producers, contractors, liquid asphalt suppliers, and other interested firms with the services and information necessary to maintain a competitive edge. We enhance the standing of asphalt pavement in the construction industry by:

  • Promoting the use and improving the quality of asphalt pavements
  • Maintaining good relations between our members and public bodies, such as TxDOT
  • Encouraging high professional standards through education, research, and open dialogue

As a TXAPA member, you have a platform to speak directly to the entities that impact our industry, such as TxDOT, the Federal Highway Administration (FWA), cities, counties, engineering and architectural firms, and developers. You can amplify your impact through active involvement in one of our many committees.

Our committees are the backbone of the association, providing guidance and oversight to carry out our services and enact changes in the industry. Committee members meet regularly to identify and address key asphalt pavement issues throughout the state, keeping TXAPA at the forefront of progress made on behalf of the industry. Through our committees, our members possess the unique ability to have their voices heard and make an impact not just within the association but on a state-wide scale.

Membership with TXAPA also provides access to technical, promotional, environmental, and legislative services at the national level through our relationships with the Asphalt Institute (AI), the National Asphalt Pavement Association (NAPA), and the Asphalt Pavement Alliance (APA).

Membership Levels

Texas Asphalt Pavement Association membership falls under one of three levels.

Regular Membership

Regular Members are firms experienced in and actively engaged in asphalt pavement production, placement, or production and placement. ​Benefits include:

  • A unified voice for the industry to provide TxDOT with feedback regarding specifications and testing procedures
  • Technical assistance in all phases of asphalt pavement design, construction, and maintenance, including troubleshooting after project completion
  • Expert consulting in the areas of laboratory and field testing, materials selection, structural thickness design, and mixture design
  • Opportunities to be well-informed including technical seminars and webinars; meetings and events; weekly, monthly, and quarterly communications; and a website, TexasAsphalt.org

Regular Member dues are calculated based on the total tonnage (max. 350,000 tons) reported for produced, placed, or produced and placed. If applying for membership after the first quarter, an applicant will only be charged for the remaining quarters of that year.

Regular Membership Annual Dues:

Minimum: $1,800
Maximum: $28,000

Liquid Asphalt Suppliers

Major Associate Members are firms or corporations engaged and experienced in the manufacture, production, or sale of liquid asphalt binder. Benefits include:

  • A unified voice for the industry to provide TxDOT with feedback regarding specifications and testing procedures
  • Technical assistance in all phases of asphalt pavement design, construction, and maintenance, including troubleshooting after project completion
  • Expert consulting in the areas of laboratory and field testing, materials selection, structural thickness design, and mixture design
  • Opportunities to be well-informed including technical seminars and webinars; meetings and events; weekly, monthly, and quarterly communications; and a website, TexasAsphalt.org

Upon approval for membership, applicants pay an initial fee of $1,250 (equivalent to the first quarter dues). Each major associate member pays either a quarterly or annual tonnage fee on all liquid asphalt sold for hot mix binder applications in Texas, at a flat rate of $0.12 per ton during each calendar year. When the tonnage reaches a total of 100,000 tons, no further dues shall be charged during that year.

Major Membership Annual Dues:

Minimum dues for liquid asphalt tonnage/year: $5,000
Maximum dues for liquid asphalt tonnage/year: $12,000

An Associate Member is any person, firm, or corporation not actually engaged in the production of asphalt pavement, but interested in supporting and advancing high standards and practices in the use of asphalt pavements. Benefits include:
